Retrofitting HMOs: Insulation for Tenanted Stock

HMOs are not exempt from the landlord energy rules: the confirmed EPC C-equivalent standard applies to privately rented homes from 1 October 2030, and the government’s January 2026 response contains no carve-out for shared houses. The real HMO question is not whether to insulate but how — because the stock is occupied, the income depends on it staying occupied, and the works have to phase around real tenancies.

This firm is run by someone who owns and operates licensed HMOs in Oxford. What follows is how we retrofit shared houses because it is how we handle our own.

What the rules actually require of an HMO

Two regimes matter, and they pull in the same direction:

Energy standards. The current floor is EPC E for properties legally required to have an EPC and let on assured or regulated tenancies, with a £3,500 cost cap (gov.uk MEES landlord guidance). One honest nuance: room-by-room lettings have historically sat in a grey area, because an individual room does not itself trigger an EPC. Do not build a compliance strategy on that gap. The January 2026 government response confirms the C-equivalent standard for all tenancies by 1 October 2030, with a £10,000 cost cap and penalties up to £30,000 per breach — and the scope detail arrives in regulations planned for 2027. An HMO landlord who assumes exemption is betting the portfolio on a drafting detail.

Housing standards. HMO licensing runs alongside, and inspections assess hazards under the Housing Act 2004’s HHSRS system — where excess cold is a potential category 1 hazard a council must act on. Cold rooms in shared houses also produce the classic inspection findings: condensation, mould in room corners and reveals, complaints from the coldest room in the house. Insulation is the fix for both regimes at once.

Why shared houses are the hardest retrofit — and the highest return

An HMO works its fabric harder than any family home. Five or six adults each cooking, showering and drying clothes produce far more moisture than a family of the same size house; every bedroom is a heated, occupied room, including the ones a family house would leave as box rooms — which in Oxford stock are usually the attic rooms with uninsulated sloping ceilings and the rooms over passageways and garages. The coldest room in an HMO is never unused; it is somebody’s home, and it is where the mould complaint starts.

The return side is equally sharp: warm rooms let faster, void less and churn less, and a house that holds heat evenly stops generating the damp-and-mould callouts that eat management time.

Phasing works around tenancies — the practical playbook

On a whole-house retrofit of an owner-occupied home, the cleanest route is often for the household to move out while everything happens at once — that is exactly what happened on our deepest projects. An HMO cannot do that without torching a year’s income. So the sequencing is different:

  • Survey the whole house once, phase the works in tranches. One thermal-imaging survey, one plan, then works grouped by disruption level. On a Kennington house we surveyed, the plan grouped an asbestos downpipe replacement, loft top-up, sloping-ceiling insulation and room-by-room internal wall insulation into separately priceable packages — which is precisely the shape an occupied house needs.
  • Do the common-parts and envelope work around occupants. Loft top-ups, roof-slope insulation from within the loft, external wall insulation, cavity fill, ventilation upgrades and heating controls need access, not possession. Scaffolding-based work touches nobody’s room.
  • Time internal wall insulation to room turnover. IWI takes a bedroom out of service for a short period — removing and refitting skirtings, radiators and sockets, insulating, replastering, redecorating. In an HMO you do it one room per void, on the natural rhythm of tenant changeover, worst-facing rooms first. Over a normal churn cycle the whole house gets done without a single eviction or rent-free period.
  • Fix ventilation in the same phase as insulation, never later. Tightening an occupied shared house without upgrading extract ventilation concentrates six people’s moisture into fewer air changes. Humidity-controlled continuous extract systems — which boost themselves when showers and cooking spike the moisture load — are what we specify on family retrofits and what shared houses need even more (see condensation on solid walls in winter).
  • Document everything for the assessor. Mid-install photographs, specifications and invoices are what turn real insulation into EPC points — see the cheapest route from D to C.

The landlord-to-landlord point

Most retrofit firms optimise for the job; a landlord optimises for the tenancy schedule, the licence inspection and the 2030 deadline at the same time.
