Here is the honest version of what moves the number, including the parts EPC assessors know and homeowners are rarely told.
The cost-per-point ladder
1. Loft and roof-slope insulation. The cheapest points on the certificate. Topping up from 100 mm to 300 mm of mineral wool is quick work with a big scoring effect — but on many Oxford houses the loft is only part of the roof. Sloping-ceiling sections (skeilings) and rooms-in-roof score separately and are often the hidden weakness; on a 1950s Kennington semi we surveyed, thermal imaging showed the steepest heat loss was through uninsulated skeilings, not the flat loft — the fix was wood-fibre board to the slopes, made continuous with the joist-level top-up, with rafter trays keeping the eaves ventilation clear.
2. Wall insulation. On a solid-wall house this is the decisive measure. An uninsulated 9-inch brick wall performs at roughly U 2.2 W/m²K; our internal wall insulation specifications for Victorian Oxford houses target around 0.4 — a five-fold improvement on the biggest surface the house has. Cavity walls are cheaper to deal with: extract-and-refill or first-time fill, subject to a proper condition check.
3. Floors. Suspended timber ground floors insulated between the joists (with the sub-floor ventilation kept clear) — a comfort transformation as much as a scoring one.
4. Heating and controls. A modern boiler with full zoning and smart thermostatic controls scores; so does a heat pump — designed and coordinated by us, installed with our managed certified partners. Under the old EPC, heating changes could carry a rating a long way. Under the reformed fabric-first metric they are the secondary lever, not the primary one.
5. Small stuff. Low-energy lighting throughout, draught-proofing, hot-water cylinder insulation. Cheap, quick, worth doing — worth a few points, never the bridge from D to C on their own.
The modelling quirks nobody mentions
EPCs on existing homes are produced under RdSAP — a standardised assessment with strict conventions — and three quirks routinely cost solid-wall owners points:
- Undocumented work scores as if it never happened. If your walls were insulated but you cannot evidence it, convention pushes the assessor towards default assumptions for the wall’s age band. Keep specs, invoices and mid-install photographs.
- The model rewards what it can see and measure. Partial measures — one insulated elevation, half a loft — score partially. Continuity is what the fabric metric pays for.
- Old certificates mislead. Many D-rated homes were assessed a decade ago under earlier conventions. The reformed EPC, with fabric performance as its headline metric, will re-rank the same housing stock — a house that scraped a D on heating points may look worse, and a well-insulated one better. Plan against the standard you will be judged by in 2030, not the certificate in the drawer.
What full-fabric actually delivers: Howard Street
The ceiling on all this is worth seeing. A solid-brick mid-terrace on Howard Street, East Oxford — 81 m², rated E (49) with walls scored “very poor” — went through a whole-house fabric retrofit: wood-fibre internal wall insulation with a lime base coat, cavity fill to the rear addition, 300 mm loft insulation with spreader plates, flat-roof insulation, insulated timber floors, double-glazed timber sash windows and controlled ventilation, finished with an air-source heat pump and a small solar array. The post-works certificate: B (89), January 2022, with the certificate’s modelled CO₂ down from 5.2 to 0.7 tonnes a year — verifiable on the national EPC register.
That is a 40-point swing on one terrace. Nobody chasing a C needs all of it — but it shows the direction of causation: the points followed the fabric.
A useful mid-point comparison: on an 1880s five-storey North Oxford semi we specified, the modelling put the fabric phase alone (wood-fibre internal insulation, floor insulation, new timber sash windows, ventilation) at D 64 → C 77, with the heat pump and solar phase modelled to add only four further points. Those phase figures were design-stage modelling — targets, not measurements — but the finished house achieved its EPC C in March 2022 and now runs entirely gas-free.
The honest recommendation
Start with a survey and the current certificate side by side. On most D-rated solid-wall homes the cheapest route — not the cheapest single item — is: full loft and skeiling continuity first, then internal wall insulation to the worst elevations, then floor and draught work, with ventilation upgraded as the fabric tightens. Price the package against the £10,000 landlord cost cap once, rather than buying measures piecemeal for three winters.
